i have a 2003 honda accrd and i want to lower it if i change the springs do i have to change struts or shocks ???

There is no proper way. Honda used millions of dollars in research and fine tuning to make the car balanced. If you lower it following some street fad using street fad instructions your going to throw off all that high end engineering that makes the car as good as it is. Street cool or master engineering? Leave it alone. Take it from me improving your car this way makes it a rigged piece of junk. It will lower the value and the performance.

As Mike said - there is no proper way.
You need to change struts/shocks and springs.
